The City of SVL is hiring a CIVIL ENGINEER for the Public Works Engineering Division.
GENERAL STATEMENT OF DUTIES:
Assists the Public Works Director in professional engineering activities of the Public Works and Public Utilities Departments; does related work as required.
DISTINGUISHING FEATURES OF THE CLASS: This is a highly professional and administrative position involving engineering work of substantially difficult caliber requiring thorough familiarity with engineering and surveying principles. This position plans, supervises, and coordinates design and construction activities under the supervision of the Public Works Director, with direction and concurrence of the Public Utilities Director as appropriate.
EXAMPLES OF WORK
- Performs engineering design work related to streets, water, sewer, storm drains, etc., related to any activity associated with the Public Works and Public Utilities Departments;
- Serves as the Public Works and Public Utilities Departments’ liaison to the City’s Technical Review Committee.
- Reviews proposed development plans for compliance with City Ordinances and works with developers regarding such plans;
- Reviews construction plans and meets with developers, architects and engineers to resolve problems concerning compliance with ordinances, regulations, and general construction issues;
- Works with consulting engineering firms regarding City projects including conducting research and preparing proposals;
- Assists in the development of annual work programs for the repair, maintenance and construction of public infrastructures such as streets, sidewalks, water, sewer, and storm drainage;
- Assists in the preparation of engineering budgets; reviews project budgets to assure compliance with expenditures;
- Reviews contractor’s payment requests to assure compliance with contractual work;
- Assists with the implementation of storm water regulations for compliance with Federal/State mandates;
- Meets with groups of City, State, and/or Federal officials on matters which presently involve or may involve engineering matters;
- Establishes criteria for design and construction of Public Works and Public Utilities projects, evaluates existing or proposed standards and recommends revisions where needed;
- Makes detailed engineering surveys, prepares design drawings and specifications for bidding of construction projects;
- Prepares engineering cost estimates and materials lists for construction projects;
- Searches for deeds and property ownership;
- Coordinates projects with work of other City Departments, private and public agencies; assures adherence to the City policies, standards, and specifications.
- Bachelor's Degree in Civil Engineering
- Possession of a license to practice as a registered professional engineer in the State of North Carolina, or Engineer Intern with ability to acquire the P.E.
- Considerable experience in design and/or construction of Public Works and/or Utilities projects, with experience in a supervisory capacity desired.
- Experience in the area of land surveying as it relates to Civil Engineering
- Experience in coordination of large projects;
- Experience in water, sewer, storm water regulations;
- Computer skills in the use of hydraulic and/or hydrologic modeling software.
- Any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
This position involves light to medium work requiring the employee to exert up to 50 pounds of force occasionally and less force frequently to move objects. Physical activity related to this position may include reaching, walking, use of hands and fingers, talking, hearing, crawling, climbing, and repetitive motions. Sufficient visual acuity is required to prepare and analyze data and figures, do accounting functions, use basic hand tools and electrical tools, and use a computer terminal. An employee in this position is reasonably likely to, on numerous occasions, be exposed to adverse environmental conditions and may work in air-conditioned and unconditioned spaces, including outdoors. Work is generally performed during normal business hours but other hours for customer and storm/crisis service may be around the clock as necessary.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of professional civil engineering theory, principles and practices as it applies to the administration of diversified public works activities; ability to understand and interpret design drawings, construction specifications and contracted documents; ability to plan, layout, direct and supervise engineering activities/subordinates; ability to communicate clearly and effectively, both orally and in writing; ability to establish and maintain effective working relationships with Federal, State and local agencies, public utilities, business, City officials, employees and the general public; ability to use a PC based CADD system is required; ability to use a survey level and transit is desired.
This position is “exempt” and is not eligible for overtime pay.
